But isn't at least the nightsky part of Arkham? Why else does it count to the monster limit of Arkham?

There seems to be three different definitions of "Arkham", namely, Arkham for the monsters, Arkham for the investigators, and Arkham for the monsterlimit. For example, regarding city environments, Dunwich counts to Arkham. Regarding monsterlimit, Dunwich doesn't count to Arkham. Regarding monsterlimit, the nightsky counts to Arkham, regarding movement for investigators, the nightsky does not, because they cannot move there, not even with an encounter, which let's them move anywhere within Arkham (but they can move to Dunwich by that).

The question now is, which role the Outskirts takes within all these different definitions of Arkham.
