As @col_w already said (and myself in my previous post), it's clarified in the official FAQ.
The rule book says
"In Combat, a Character may attack an Intruder or Escape during their Action round."
and it's meant to be more of a prohibition for the rest of the basic actions, since those are the only actions you can take in combat.
