There are two wordings for the use of Energy:

You spend Energy to take actions.

You lose Energy

- when you escape from an encounter
- when you are resting and have no food
- through combat or diplomacy cards
- through monster attacks.

Intuitively I'd say that losing energy is not a prerequisite for what is happening afterward. This is especially important for the Escape rule. The real question is: Can you escape from an encounter, if you have no Energy left. The rules claim: "A player can Escape at any time during their Activation - they lose 1 Energy and trigger the opportunity attack" (p. 14) My reading is that you escape, then lose energy (if you have it) then trigger the OT.
