I am with you, this is the one thing I find unsatisfying. My own attempts at finding a replacement rule are here, but I confess I do not use them myself, they seem OK thematically but do not work well (option two has been dubbed "fire in the fireworks factory" by Kevin Lanzing).
So, still on the quest for the ideal fire advance rule... the problem is to keep it as simple as the hot spots, but thematically better. The game takes its suspense from losing the race against fire advance but still managing the rescues in time. To find a "realistic" rule for that that keeps game balance untouched seems to be difficult. To allow the firefighters to put the fire out make for a lame end game, the trick is to let the fire get out of hand in a somewhat predictable time frame.
