When you need it, you are allowed to generate a quantity of attack/block/move/influence using as many card, unit, and skill effects as possible. It's all one "stack" of the ability. So if you need to block 4 and you have a unit that has Block 3, you can use the unit and play one card sideways to bring your generated total of block to 4.
It doesn't add to the unit's block, but you are generating both the unit's block and the card's block at the same time.
The only time this actually matters is if the unit has a specialized type of attack. For example, if you could kill something with Ranged Attack 3 and your unit only provides Ranged Attack 2, playing a card sideways would not help, because Attack 1 cannot be used during the Ranged/Siege phase.
