I like some of this. I'd give everyone a shield on the space if they conquer it in the same turn, I don't see what harm that would do. You haven't addressed what happens if several players want to recruit the same unit from the offer, which seems the most likely conflict. You also haven't said if players are supposed to write down their moves and not change them as the other players' moves are revealed. It's going to be a real screw job if I plan to move to a location and recruit a unit and then someone else unexpectedly recruits that unit before me and not only don't I get to do anything that turn but I wasted a bunch of cards on moving. I would like to come up with a way to make sure people can know before planning their turn whether they will be able to recruit units, or not.
