So...I take it you're trying to play the first quest and that you're using the Tactics pre-made deck. Yeah...that's a recipe for disaster.

Tactics is really a support deck because it doesn't have the willpower. Try the Spirit deck instead. When you can win with that, then try the Leadership deck. When you win there, try the Lore deck. They each play very differently, but can beat the first quest. Don't forget to add 3 Gandalfs to each of those decks.

When you've beaten the first quest with each of the other spheres, then try it with a dual-sphere deck. Use 2 heroes from any one of the other spheres and 1 Tactics hero. Use all of the cards from the 2-hero sphere, 3 Gandalfs and the cheapest Tactics cards available until you have a total of 50 cards in your deck.

Then you'll have a really good idea of how to play the game.

But to answer your original questions:
- No, resource management is not a problem
- Fast mounting threat is not a problem if you understand what causes it and what prevents it.

I’ve beaten the first quest. And yeah, Tactics quest for crap. But take "Journey down the Anduin"; if I don’t get Gandalf REAL soon to put the four damage on the Hill Troll, he loads my Threat Dial and kills of any Ally I use to block. Then in stage two of the quest loads up my dial even faster. And regardless to traveling or engaging the threat is just too quick.
