I've always found picking your own roles in Pandemic just spoils it. Given that choice, some people I know would also just pick the same role every time. I know that my father would always pick Pilot, my girlfriend would always pick Field Operative. Hell, I'd probbaly choose Medic every time.
But playing the same roles every time is, for me, boring as hell. I like the challenge of having to work with what's given. If you really insist on giving yourself some choice then deal two roles to each player then choose one.
I also wouldn't say that any one role is "overpowered". Sure, some roles work very well with others, and some are more useful than others at diffcerent stages of the game, but each role on it's own has glaring weaknesses as well as strength. Medic is good for treating sure, but you don't get any bonuses to your movement, hand limit, cures or card trading. I've had plenty of games where someone's said "Oh, we've won this one!" as soon as they see a Medic at the table, but when your teammates' abilities can't mesh together it falls apart just as easily as any other mix.

You are building the Player card correctly, right? Just shuffling the epidemics into the whole deck is wrong.
