Yes - the Ambulance crew will take care of them. EMTs are great.
We've been playing where you are allowed to do this since it seems to make sense thematically.

Rules don't say you have to, so you don't.
We've also been playing where firefighters can "pass" the victim if they're on the same space.
If a victim is 'safe' and another is in danger, absolutely 'pass' the victim. Since the game rules can't tell one situation from the other, the firefighters are free to move around victims as needed. The only rules are when a firefighter is moving a victim or leading a healed victim out.
Also, can you close doors that lead to out of the house?
Nope - no door marker to close.
