Early spacelegs let you ignore 2 OOC in the days when maximum OOC was 6. Then it was 3 OOC but that was so close to 4 that it wasn't worth having a difference.
Many groups get excited about a special ability that others aren't as bothered about.
In the case of Spacelegs, all it does is remove a penalty. It doesn't give you extra actions or rerolls or allow you to break the rules with deflecting blaster shots or zone controlling. Noble does allow you to use other's Luck and makes you awash in cash but cash isn't that important. All the money in the world will allow you to cyber up but it won't let you take extra actions.
I like that there is a healthy discussion about what could be out of balance.

Yeah. Spacelegs is great only if your ship is chronically at high OOC. If your OOC is generally at 0 or 1 (since OOC goes down by 1 each phase), Spacelegs doesn't do much.
