It's more than just letting a story play out, and there are interesting tactical decisions that pop up. But I find most of the decision making is at the strategic level. What threats do you target? Will any heroes be playing supporting roles, and how? How are we going to deal with the main problems this villain presents? Do we mitigate them when they come up? Or find a way to prevent them from coming up in the first place? Or just smash the villain harder than he smashes us?

Turn to turn, your choices are mainly in service of following the strategic goals the team is aiming towards, and then changing those plans in response to the cards that come out.
