In addition to Tombs later, I do feel like there's a broad swath of Day One and Night One where there's a lot of uncertainty around face-down brown, grey and purple tokens, which is where the Scout's ability would shine the most.

But also I think that (with a few exceptions) most non-elite units' relative value goes down as you get stronger, so they're pretty ordinary in that regard.
