You can only put your pawn down because you will be able to temporarily increase the weapon level but you only temporarily increase it when you take the action.
Exemple:
You know there is an animal level 4 on top of hunting deck. Your weapon level is 1. You can use the pistol to kill the animal but you do not move your weapon level marker to 4. If you are forced to loose weapon level(s) they have to be real and not temporarily.
