No, it doesn't sound like you missed anything. As-written, you activate your own survivors in any order you want, but each player at the table gets their turn clockwise. A side-effect of that is that it does sometimes lead to nonideal orderings when you're playing with enough people. You learn to plan around it (as much as one can, anyway) and just roll with the punches. We've found it's reasonably rare that a survivor really does have completely wasted turns due to nonideal ordering - usually there's something helpful that can be done, at least.
That said, Zombicide provides an awful lot of opportunity for house-ruling, so play it however your group is comfortable with.
