I have never used Vilya in a deck, but regarding eagles, I would suggest the following:Remove:
2 x descendant of throndor
1 x support of the eagles
1 x landroval
1 x hands upon the bow
Add:
2 x radagast
1 x vassal of the windlord
2 x eagles are coming
I speak from many days of experience with mono-sphere tactics decks!
