We play Starcraft the board and A Game of Thrones The Board Game game which have little to no luck and the same player doesn't win every time. The biggest problem in Mage Knight is that one player usually gets stuck with nothing to do because of the various luck factors in the game.

Wow. These two games both have a huge amount of luck from simultaneous blind selection. They are also both heavily diplomatic. These both represent an entirely different kind of multiplayer game than Mage Knight Board Game, which has very little negative play against other players (when playing with more than two). In a game of shifting alliances, of course no player will be dominant---the others will just cooperate more against him, the better he's doing. MKBG doesn't have anything like that, you need some random factor to prevent the better player from just winning every time. Again, I can totally understand if you find there's too much luck in the game for your tastes. But I still think the alternative is too predictable. Also, some of the scenarios balance the luck factors you're concerned with in other ways. I wouldn't say "more" or "less" luck, but different.

What do you mean by blind selection? You probably refer to planets in Starcraft, which is not even near to "huge amount of luck", as you put it, but what do refer to blind selection in Game of Thrones?
