What he means is a little different, actually. :)It still takes 5 turns of single-resource gathering to pay for himself.
But it takes less than 5 turns before he becomes effective.
Basically, he allows you to transfer non-Tactics resources into Tactics resources for playing eagles.
You can get them out faster with Radagast, than you could if you had not played him (and had the 5 resources left, still).
For example, if you have Legolas (1 resource), Hama (1 resource), and Beravor (3 resources), if you play Radagast, you get 3 resources per round, which can be used to play eagles, instead of 2. And you only lose 2 such resources to play him. It only takes 2 rounds to get even here, at the expense of 3 rounds of gathering Lore resources to get back where you were.
It is a lot better, if the sphere distribution is the other way around (1x Tactics, 2x non-Tactics).
This, of course, does not hold true for your deck, because it is a bit special in the way, that Elrond can pay for the eagles as well. So, there are no non-Tactics resources for this purpose. ;)
