Your list of White Cards (and the quantity of each card in the Appendix) for Merlin's Company is complete and accurate as per your post. There are indeed only 23 cards. I ran into the same printing error problem when I prepared a list to randomize when I offered to do a Merlin's Company PBF. Took me forever to realize there were not 28 cards.

Edit: Also, the Merlin that looks like the others is not a standard. It's for the eighth knight (Sir Bedivere) so that 8 can play.
