I could see where people may want to only roll when it matters, such in your example.
However, as a statistics-nut, I'm inclined to roll for it every time, especially since the rules state as such. While each die roll has the same probability, in my eyes, rolling for my action first, skews the results in my mind. That particular roll was meant to be for movement, so the results should be null and void for my action. If I'm not planning on moving, I quickly roll, pick up the dice, and then roll a second time for my action.
As a fellow statistics-nuts, we should know better than this. We actually know that is doesn't matter, as each roll is independent.
But hey, whatever floats your statistics-boat.
