In the Start A War mission on p. 14 of the Missions book? No, the way I read it, if the Goblin Fortress is at danger level 4, and it's allied with you, that's +4 to your strength, not -4. (The higher the danger level, the stronger the goblin army is; similar deal with the danger level in the Graveyard and Tomb Lake.)
