I was thinking about only drawing from the pool associated with each expansion cycle to avoid dilution and to maybe be more thematic. It does seem a little odd to me to have only one of each basic option. Did they assume players would have two sets?

Nope, they just made the new weaknesses -- Internal Injury, Chronophobia, and Indebted -- twice as likely as most (but not all) core set weaknesses, by design.

This won't always be the case with new basic weaknesses, but happens to be so here.

For my money, it totally makes sense for Indebted and Internal Injury. I mean, any given gator is still, what 3 times as likely to have a madness (of any variety) from the core set than have suffered some kind of Internal Injury or be Indebted.

Chronophobia seems weirdly existential to be of immediate concern for most gators, but I shrug and put it down to design wanting to mirror the frequency and effect of Internal Injury, and Chronophobia was just the best they came up with.
