This is a really interesting question, and is very hard to answer - I'm not sure I've ever thought about it before! I guess one of the things I like about games is when there are multiple different possible strategies, and trying to find the best one given the current situation and how this depends on how your opponents play. So I suppose what I enjoy about the legacy games I've played is that the choices of strategy are changing all the time (at an additional level to variation in other players' strategy and board set up etc). The twists in Pandemic and Seafall are pretty cool too :)

I would say absolutely yes if you like puzzling through lots of options. I've never played a single dungeon crawler before this, and honestly the way they have been described I have very little interest in playing the typical dungeon crawler.
That said, Gloomhaven is apparently NOT a typical dungeon crawler and is straight up awesome. Great blend of tactics with a bit of unexpected outcomes that you have to mitigate on the fly, plenty of tactical and strategic choices to make. The more you play the more you learn the enemies and how to counter them effectively. Legacy stuff is fun, but this is an easy buy based purely upon the euro hand management aspect. Plus leveling up and picking perks is absolutely addictive.
